A bulletin for everyone is a bulletin for nobody
Most of any news programme is not about you. The half you needed is buried in the half you did not, and you listen to all of it anyway.
Your morning is not the world's morning
Your first meeting, your walk to the station, the two holdings reporting on Thursday. A bulletin cannot know any of that. A briefing written for one person can.
It should end when your morning does
A briefing you have to make time for is a briefing you stop playing. So you pick the length, and it is written to fit rather than trimmed to fit.
